42nd VLADIMIR HERZOG JOURNALIST AWARD FOR AMNESTY AND HUMAN RIGHTS – 2020
1.The Vladimir Herzog Journalist Award for Amnesty and Human Rights (PVH) was established in 1978 by the Union of Professional Journalists in the State of São Paulo (SJSP); Brazilian Amnesty Committee (CBA); National Executive Committee of the Amnesty Movements; National Federation of Journalists (FENAJ); Brazilian Press Association – São Paulo Section (ABI/SP); Human Rights Commission of the Brazilian Bar Association – São Paulo Section (OAB/SP), Justice and Peace Commission of the Archdiocese of São Paulo and the Herzog Family.
2.Since its first edition, granted in 1979, the PVH has recognized journalists, photo reporters and artists of the same trait who, through their daily work, collaborate with the promotion of Democracy, Citizenship and Human Rights. Its purpose is to honor personalities and communication professionals who stand out in the promotion of these fundamental rights, as well as to celebrate the life and work of journalist Vladimir Herzog, imprisoned by the civil-military dictatorship, tortured and murdered on October 25, 1975 in the premises of the Information Operations Detachment from the Internal Defense Operations Center (DOI-CODI) in São Paulo.

3. The PVH has national coverage and, this year, will receive entries in six categories:

4. Participation in the 42nd PVH is open to professional Brazilian journalists with professional registration (MTb) and their teams, to photo reporters whose registered productions are necessarily from the journalistic area, and also to artists of the same line - illustrators, cartoonists, cartoonists, cartoonists, comic artists.
5. Journalistic works published or broadcast in the period between July 21, 2019 and July 31, 2020, inclusive, are accepted for this edition.
6. Registration starts at 15:00 on July 13, 2020, and closes on August 6, 2020, at 23:59, without fail.
7. Enrollments are made via the Internet on the PVH website (http://www.premiovladimirherzog.org) by completing the Enrollment Form and sending the material produced, carefully observing item 7.1.

7.1 - IMPORTANT:
a) All articles, regardless of format – video, sound, image or text – must be consolidated in a single file to allow the full evaluation of the work by the judges. As a suggestion, we indicate online tools that make the union and compression of files: IlovePDF, SmallPDF or PdfCompressor.
b) Video productions – whether documentaries or reports, whether in series or chapters – must be sent in a single link with the correct sequence from the first to the last chapter.
c) Video materials must be online and accessible to the judges during the evaluation period, they can be on the website where they were published or on sites such as Youtube and Vimeo.
d) Audio productions must be online and accessible to the judges during the evaluation period. They can be on the website where the story was published or on sites like Soundcloud and Hearthis.
e) To be part of the Award Collection, video or audio files will be requested only for the awarded works (Winner and Honorable Mention).
7.2 – Technical problems can be solved directly with the Help Desk / Help, available in the Registration environment.
8. Directors, officers and employees of the entities that make up the Organizing Committee, presented in item 15 of these Regulations, may participate in this Award with equal rights to other applicants.
8.1 – In this case, the entity to which the author/authors of the registered work belongs is PROHIBITED from evaluating and voting specifically in the category in question, in the two instances of judgment provided for in this Award. Failure to comply with this ethical procedure by the representative of the entity that is part of the Organizing Committee will result in the DISQUALIFICATION of the aforementioned registered work.
9. Entries are limited to a maximum of 3 (three) works per author or team of authors, in any categories expressed in this Regulation, and the same subject can only be entered in 1 (one) specific category.
10. Participation can be individual or team. In team work, the registration must be made by the main person responsible for the work.
11. The Registration Form must contain the competitor's data and, in the case of a team, the information of all its members, indicating the condition of the collaborators, if any. It is also mandatory to include a report on the Agenda and the verification procedures – a fundamental part in the evaluation process of the entries.
11.1 – For the purpose of awarding and certification, only those professionals mentioned in the Application Form will be considered team members. After confirmation of each shipment, changes to the data in the said form will not be accepted.
11.2 – The works will only be accepted when accompanied by the Registration Form, duly filled in completely at all stages (according to instructions during the registration process). Failure to comply with these rules will result in cancellation of the registration.
AWARDS
12. The general award criteria will obey the principle of stimulating journalistic production of social interest and defense of Democracy and Human Rights.
13. All entries will be analyzed by a Judging Committee composed, this year, by thirty-three professionals of recognized competence and specially invited by the organizers – six for each of the categories, except Art, which will be evaluated by three judges.
14-It will be up to the Judging Committee (Step 1) to select and indicate the 3 (three) best works by category. It will be up to the Organizing Committee to choose, in Stage 2, the best work of the nominees in each category.
14.1 – The Organizing Committee will award only one winning work per category. The winners in each of the six categories will receive the award symbol trophy, created by plastic artist Elifas Andreato.
14.2 – The Organizing Committee may grant, at its discretion, up to an Honorable Mention in each of the categories entered. In this case, authors will receive a Diploma.
14.3 – The Organizing Committee reserves the right not to award any category, if deemed convenient.
ACHIEVEMENT
15. The 42nd Vladimir Herzog Journalist Award for Amnesty and Human Rights is attributed to an Organizing Committee currently constituted by the Union of Professional Journalists in the State of São Paulo; Brazilian Press Association; São Paulo State Police Ombudsman; Federal Council of the Brazilian Bar Association; Brazilian Bar Association – São Paulo Section; National Federation of Journalists; School of Communications and Arts at the University of São Paulo; Justice and Peace Commission of the Archdiocese of São Paulo; Conectas Human Rights, Collective Periferia em Movimento, United Nations Information Center in Brazil; Brazilian Association of Investigative Journalism; Brazilian Society for Interdisciplinary Communication Studies and Vladimir Herzog Institute.
16. In compliance with the guidelines of the World Health Organization (WHO) regarding crowding in public events due to the Covid-19 pandemic, the awarding ceremony of the 42nd Vladimir Herzog Journalist Award for Amnesty and Human Rights will be held remotely in the October 25, 2020, Sunday, at a time to be announced later . The 9th edition of the Conversation with Winners Wheel , which traditionally precedes the official awards ceremony, will also take place in a virtual environment, with a date and time still to be defined.
FINAL DISPOSITIONS
17. Works that do not deal with the topic of Democracy and Human Rights and those that have been originally produced for political campaigns or published as publicity reports cannot compete.
